The City of Parramatta has lodged a development application for its long-planned civic building on Parramatta Square.
The building is designed by a French-Australian consortium made up of Manuelle Gautrand Architecture, Designinc and Lacoste and Stevenson. The consortium won an international design competition for the building in 2016.
The competition-winning design featured a transparent, crystalline façade. This design has been refined in the years since, with the new design in the development application featuring a more opaque, tessellated façade.
The building will incorporate council chambers, a library/community hub, a customer service centre, space for civic functions and community rooms.
Andrew Wilson, Lord Mayor of Parramatta, said, “This new civic building will be the beating heart of Parramatta – a unique space where the community can work, study and relax. The striking design and incredible functionality of 5 Parramatta Square will undoubtedly create an iconic presence within the City.
“City of Parramatta Council is leading the way by delivering a first-class sustainable building that will be a true asset to the community well into the future.”
The building will join a number of completed or in-progress projects around the square, including: 1 Parramatta Square, a high-rise Western Sydney University campus designed by Architectus; the existing Sydney Water Corporate Headquarters by Denton Corker Marshall (architecture) and Woods Bagot (interior design, urban design and landscape); 3 Parramatta Square, a mixed-use, 16-storey tower by Johnson Pilton Walker and a public domain designed by JMD Design, Taylor Cullity Lethlean, Tonkin Zulaikha Greer, and Gehl Architects.
The council expects the building to open in April 2022, to coincide with the completion of the remaining Parramatta Square precinct.
